  1. The crux of the problem of wildlife management is hunting and fishing license fees, the way state wildlife management agencies are funded. To that extent this is a great debate. Hunters and fishermen and state wildlife agencies are not conservationists except for game species. They are in effect anti balanced ecology otherwise.
