Why is Fish, Wildlife, and Parks even proposing this? FWP writes, because they met with the Montana Trappers Association and Montana Fur Harvesters, and that they want to trap and kill more river otters. FWP goes on to state that from harvest reports and anecdotal information they believe the otter can handle it.
