Monday night’s listening session hosted by Mower County regarding use of rifles in deer hunting produced an interesting night of perspective and makes the upcoming decision by the Mower County Board of Commissioners on whether or not to keep the county a shotgun-only zone a difficult one.

Across the board, there were common themes and concerns that included safety, ethical hunting practices and economic impacts — all of them well-reasoned and needing to be considered.
Hunting is an important part of Minnesota, generating $93 million in taxes for the state of Minnesota alone according to the group Hunting Works for Minnesota. According to a 2024 report by Explore Minnesota, outdoor recreation, which includes hunting, accounted for $13.5 billion in value for the state’s economy in 2023.
Mower County is going to see a slice of that, as deer numbers have rebounded in southern Minnesota over the years, which was the main reason the state has decided to allow for rifle hunting.
Originally established in the 1940s, the shotgun only law was enacted in an attempt to foster deer numbers in the southern side of the state. State officials saw that there was no further need for the law and rescinded it for this year but with the caveat that individual counties could opt to keep the shotgun only rule in place.
We wonder if all of this would have been easier if the state simply opted to make a blanket revision, but the shell has already left the barrel, as it were.

There are very good arguments on either side that will have to be considered. Support for shotgun only largely centered on safety concerns of errant shells with some providing anecdotes of shells striking their homes and the worry that all it takes is a few bad apples.
Rifle supporters argue the opposite is true. Rifles make for a more accurate shot, ensuring safety and a more ethical kill of the deer.
Whatever way the issue lands, outdoor enthusiasts must bear the responsibility to continue carrying the word of safe, ethical hunting practices. Like with so many things, there will be people who disregard the law and disregard safety. There will be road hunters and hunters who won’t bother with knowing what is behind the deer.
Fortunately, from what we saw Monday night there are far more hunters concerned with hunting ethics and maintaining a safe environment. Even more fortunate is that many of these were firearm instructors meaning there is a bridge to maintain this focus in youth who are up and coming hunters.
As one person said Monday night, hunting is dangerous. You’ve got to be safe and we believe that the majority of hunters in Mower County are taking that to heart.
We’re not advocating for hunters to police anybody, but if Monday night was any indication, we hope that ethical hunting standards will continue to be preached by those that hunt and the landowners that host them.
We want hunters in Mower County because it is beneficial, but we want them to be practiced in safety and ethics.
