Well cull seems to apply to the overall population reduction, and not a single animal.

But I would think this is a valid solution only if:
A) we have removed all the natural preditors
B) population size as a result has grown out of control
C) as a result the species has in some way become dangerous or causes damage or injury
But needs to be used very carefully and selectively. Not in favor of it, but in theory due to our meddling and destruction we can cause an unbalance in nature and natural preditors. If such situations do exist, not sure if even this is right answer, but is one answer. Maybe reintroduction of natural preditor may be a better one. Because we as humans mess around with nature so much things happen which are not desired, and often there are not easy or good solutions. For this I am not even sure if this is the reason, but to use the word cull I can see not other.

why don’t they have enough courage to use the word KILL instead of”cull”?
That kind of language is meant to further objectify the victims.
