Any excuse will do. Too many people, too many developments.
It seems to always take a tragedy to seek implementation of change for the better — in many cases whether traffic or (nuisance) animal related. Why is it that we can’t think ahead of the potential for tragedies? This poor soul, we care and we are sorry for the actions of some others.
