Signed. People who live in hurricane/tornado, fire, and flood zones really need carriers. People with cats are more like to have one just to get safely to veterinarians. Even if the airlines get some, people with Irish wolfhounds and St. Bernard types may not count on anyone but themselves for that size carrier.
All Airlines should have pet carriers as part of their standard equipment after all the pets do not fly free
