I hope it can be challenged. If you know that your industry kills birds (we’re looking at you Wind Farms), then isn’t that intentional killing? It’s a silly rationale, oh but we didn’t mean to do it. I’m sure there’s a way to challenge it.
That’swhy Wind Farms aren’t the answer; But they can just say, ‘But fams have been killing fish for decades’ (and miles of solar panels are taking up desert tortoise habitat. Humans just think they have to doeverything on such a grand scale.
I pray that someone will come up with some dirt on Zinke and have him resign in disgrace? I know there’s a misuse of funds cloud hanging over him like ‘the sword of Damocles’.

I guess that’s a debate for the legal minds to take on – defining ‘intentional’ vs ‘willful ignorance’.
